Retail sugar price inflation in July 2024 fell to negative 4.6% year-on-year in Region 1, negative 0.6% y-o-y in Region 2 and negative 9.0% y-o-y in Region 3 (averages weighted by sugar consumption), according to data released by Eurostat on 20 August.

The European Commission estimates that EU27 sugar production will decrease by 5% in 2022/23 owing to the recent dry and hot weather. However, due to the increase in production last year 2021/22, EU ending stocks of sugar are expected to recover to 1.9 million tonnes, more than 50% higher than the very low ending stocks last year of 1.2 million tonnes.

The long awaited "Study on the adaptation strategies of the sugar supply chain after the end of the sugar quotas" is disappointing. Of the many available risk management tools and policies examined in the study, VCS is described as being “the only measure that proved to be effective in supporting the incomes of sugar beet growers undergoing difficulties”. The study also promises to identify and quantify the main challenges faced by the sector, and to identify the drivers of sugar selling prices in Europe (one finds oneself really excited to turn to this chapter of the study!), but empirically it fails to do so, perhaps for understandable reasons, but it's still disappointing that the study has not been innovative.
